Seminar | 6th Anniversary Seminar on the Individual Case Evaluation System for Judges and Prosecutors
Last edited: 2026-07-27
The Judges Act was promulgated on July 6, 2011. Among its provisions, the "Individual Case Evaluation System for Judges and Prosecutors" is designed to target individual misconduct by judges and prosecutors. Depending on the severity of the misconduct, subsequent disciplinary or corrective procedures are initiated to determine the appropriate sanctions for the erring judge or prosecutor. Amidst currently low public trust in the judiciary, the public holds high expectations for the removal of "unqualified judges and prosecutors." Whether the functions and efficacy of the evaluation mechanisms for judges and prosecutors are fully demonstrated has thus become one of the key factors determining the success or failure of judicial reform.
Having been implemented on January 6, 2012, the "Individual Case Evaluation System for Judges and Prosecutors" has been in place for over six years, and the 4th Evaluation Commission took office in January 2018. As one of the organizations eligible to request case evaluations, the Judicial Reform Foundation (JRF) has accumulated a substantial volume of evaluation cases and experience over the past six years. Moreover, the National Conference on Judicial Reform convened by the President in 2017 actively produced multiple resolutions regarding the supervision and elimination mechanisms for judges and prosecutors. This is an ideal moment to conduct a "general health check" on the evaluation system for judges and prosecutors.
To this end, the JRF and the Judicial Reform Committee of the Taipei Bar Association are jointly hosting the "6th Anniversary Seminar on the Evaluation System for Judges and Prosecutors." This seminar will focus on three major dimensions of the individual case evaluation system for judges and prosecutors: "Discussion on Requesting Evaluation Procedures," "Competent Authorities Concerned with the Evaluation Mechanism," and "Content of Evaluation Commission Resolutions." We have invited representatives from the judiciary, prosecution, defense, and academia to participate in discussions and exchanges, with the aim of forging a more refined individual case evaluation system and promoting the implementation of various resolutions from the National Conference on Judicial Reform. We cordially invite all sectors to attend and offer critique and guidance.
