2021 Work and Financial Report | As If There Were Light

Judicial Reform Foundation

Those who come here have already been battered and bruised before they arrive, crossing mountains and rivers toward a faint glimmer.
The everyday work here bears the extraordinary circumstances of people who fall outside what society treats as normal. Nearly every effort can seem futile-and yet, there is still a glimmer of light.

Before May 2021, Taiwan's COVID-19 situation was relatively stable. Continuing the objectives set in 2020, JRF actively organized in-person public activities and engaged with the broader community, including 1 seminar, 21 forums, 3 exhibitions, 4 documentary screenings, and 31 school-based activities. From May through July, the outbreak worsened. During the Level 3 alert, scheduled in-person events, campus lectures, and mock trials had to be postponed, while forums continued online through videoconferencing and livestreaming. After the situation eased in late July, in-person engagement resumed, while the online formats that had become familiar during the pandemic continued to be used to broaden public reach.

The pandemic did not slow JRF's core work on legislative research and case assistance. In 2021, JRF organized or participated in 275 project meetings with experts and scholars from various fields to study reform proposals and case-assistance strategies. The Complaint Center continued accepting cases, receiving 978 complaints and conducting 130 case interviews. JRF also submitted 3 amicus curiae briefs. In addition, 2021 marked the first anniversary of the amended Judges Act taking effect, and JRF published an observation report with concrete recommendations for improvement.

In 2021, JRF's total expenditures were NT$28,816,371. The following sections explain the expenditures and related work.

Legal Ethics is a crucial part of legal education in jurisdictions with well-developed rule-of-law systems, but it has long been neglected in Taiwan's legal education, where foundational and comprehensive research and scholarship are also lacking. The Legal Ethics Center therefore aspires to serve as a "sower of seeds."

In addition to its longstanding core work, JRF established the Legal Ethics Center to focus on research and public education in legal ethics. The Center collects important legal-ethics scholarship from jurisdictions with well-developed rule-of-law systems and undertakes translation projects with the aim of laying a foundation for Taiwan-based research in legal ethics.
