Seminar | [Four Years of the Judges Act Amendments: Pluralistic Judicial Accountability] Series Seminar, Session 1
Last edited: 2026-07-27
Amidst the current global atmosphere of political polarization, ensuring that the judiciary—as an independent dispute-resolution mechanism—remains stably and enduringly trusted by the people, thereby serving as a cornerstone of democratic resilience, is a goal pursued by the global legal community. The International Commission of Jurists (ICJ) has listed the strengthening of judicial accountability among its "Four Strategic Objectives for 2021–2025" and continues to promote it as a core institutional agenda.
However, looking back at Taiwan's legal community over the past two years, judges, prosecutors, and attorneys alike have faced ethical and accountability issues, encountering blows and challenges more severe than ever before. There is now an urgent need to examine and engage in dialogue on two major questions: "How to improve the supervision of incompetent judges and prosecutors?" and "How attorneys should participate.">
The Judicial Reform Foundation (JRF) has long been concerned with the supervision of unqualified judicial officers. In order to foster a dialogue on shared expectations and improvement goals for professional judicial ethics regarding subjects, objects, and methods, we are co-hosting the [Four Years of the Judges Act Amendments: Pluralistic Judicial Accountability] series of seminars with the Judicial Reform Committee of the Taiwan Bar Association, exploring "supervision mechanisms for incompetent judicial officers" and "self-regulation and external regulation of attorneys."
This event is the first session of the seminar series. The first half will be moderated by Chiang Jung-hsiang, Convener of the Judicial Reform Committee of the Taiwan Bar Association, with reports on observations of the individual case evaluation system four years after the Judges Act amendments given by Control Yuan investigative specialist Li Hung-yi (invited) and JRF Deputy Executive Director, Attorney Li Ming-ju; responses will be provided by Chiang Shih-ming, Professor at the College of Law of National Chengchi University and former member of the Judges Evaluation Commission, and former Supreme Court Judge, Attorney Chien Chien-jung.
The second half will be moderated by JRF Chairperson, Attorney Huang Hsu-tian, featuring sharing sessions from the judicial reform committees of the Taichung, Tainan, and Kaohsiung bar associations on how bar associations can participate in supervision as entities requesting evaluations, and concluded with responses on civil society's observations by JRF Standing Director, Attorney Lin Yung-sung.
This seminar will be held in person and online simultaneously. Everyone is cordially invited to attend!
