Judicial Reform Foundation

Su Chien-ho, Liu Bin-lang, and Chuang Lin-xun endured 21 years of ordeal from 1991 to 2012 before finally being acquitted in the criminal proceedings. Yet nearly 35 years after they were first wrongfully accused, and almost 13 years after their criminal acquittals became final, the Supreme Court has for the second time vacated and remanded the civil damages action ancillary to the criminal case brought against the three men and their families. In doing so, the Court once again questioned the evidentiary treatment of confessions extracted through the inhumane torture suffered by the three men in the Su Chien-ho case.

The best-known rescue campaign of that era was the 100-day silent march, "Walking Toward the Dawn," during which people from all walks of life took turns quietly demonstrating their support for the innocence of the three men, without noise or agitation. Yet today, as the judicial process once again circles back and the lives of these wrongful-conviction victims remain indefinitely stranded, we want to invite both new friends who care about the Su Chien-ho case and old friends who once participated in the campaign to stand together, pool our strength, and help the case walk toward the dawn once again.

On August 21, 2025, the Supreme Court issued Supreme Court Civil Judgment 114-Tai-Shang-488 (2025), vacating the lower-court judgment and remanding the case to the Taiwan High Court for the second time. The Supreme Court Civil Division's remand reasoning continues to revolve around confessions obtained through torture, while applying an extremely lenient and perfunctory approach to the standards for producing and testing scientific evidence. Once again, the judiciary has failed to halt in a timely manner the serious and continuing harm that this wrongful conviction has inflicted on the lives of the victims and their families.

On December 22, the second remand proceeding in this civil case will be heard at the Taiwan High Court. We invite everyone who cares about the exoneration of wrongful convictions and about how the judicial system treats victims of miscarriages of justice to attend and observe the hearing in person, and to witness the Su Chien-ho case walk toward the dawn once again.
