Work and Financial Reports
Founded in 1995, the Judicial Reform Foundation (JRF) is Taiwan's most veteran non-governmental judicial reform organization. We are committed to uniting grassroots efforts to continuously drive reform in order to build a fair, just judiciary worthy of the people's trust.
At its inception, the JRF raised three major demands: "Anti-Corruption, Anti-Interference, and Anti-Hasty Trials." Over the past 30 years, forging ahead step by step, Taiwan's legal frameworks—such as the Code of Criminal Procedure, the Constitutional Court Procedure Act, the Legal Aid Act, and the Crime Victim Rights Protection Act—have become increasingly comprehensive and complex. Furthermore, the substance of judicial reform has evolved: from the heated debates among judges, prosecutors, defense lawyers, and academics regarding judicial personnel and trial systems at the 1999 National Judicial Reform Conference, to the 2017 National White Paper Conference on Judicial Reform, where diverse social groups joined the discussion with a shared aspiration for the judicial system to safeguard the rights of the people.
We believe that reform must be "bottom-up," "substantive," and "broad in impact." When the dream of reform becomes reality and touches more lives, we can finally live in a society where the people trust the judiciary.
