Judicial Reform Foundation

In the second half of 2021, as the pandemic eased, in-person activities gradually resumed. In late September, the "Unidentifiable: Seventh-Anniversary Exhibition on the March 24 Executive Yuan Violent Eviction" opened at the JRF Taichung Office, with the exhibition later extended through January 23 of the following year.

From September through the end of October, the JRF held eight online or in-person forums; the Complaint Center received 199 cases, including 106 through LINE@; staff conducted 35 client interviews; the organization convened 80 project meetings and attended 10 related meetings; 18 campus activities were held, including 11 thematic lectures and seven mock trials; and seven press conferences were organized. Many other projects also continued during this period.

Alongside core work on legislation, individual cases, and education, the JRF launched its 2021 fundraising campaign in early October. Because no appreciation banquet was held this year, fundraising depended on online outreach to the public. The campaign had reached 53% of its target and still needed support from across society.

As 2021 entered its final months, the following sections summarize the JRF's work from January through the end of October and highlight recent activities.

The JRF regularly handles foundation governance and administration, including board meetings, executive-committee meetings, annual planning, and financial management, while periodically reviewing internal rules. Maintaining systems and equipment matters, but people are an even more important organizational asset. The JRF therefore provides internal training and learning resources for staff on an ongoing basis.

The JRF does not apply for government grants or government-funded projects. Its work depends on donations from across society, and public donations are the financial foundation that allows the organization to continue.

The JRF ordinarily holds an annual appreciation banquet to raise funds from supporters of its projects and also invites artists to donate works for charity sales, using different approaches to broaden its fundraising base.

Legal Ethics Center

  • Reading Groups
  • Publishing
Legal ethics is a core part of legal education in many jurisdictions with mature rule-of-law systems, but it has long received insufficient attention in Taiwan's legal education and still lacks a broad foundation of local research and scholarship. The Legal Ethics Center aims to serve as a "sower" in that field.

In addition to its longstanding core work, the JRF established the Legal Ethics Center to focus on research and public education in legal ethics. The Center collects important legal-ethics scholarship from other jurisdictions and undertakes translation projects with the aim of building a stronger foundation for Taiwan-based research.
