Luzhou A-tsai Case

Pai-shua-shua, the JRF, and other groups believe that A-ts'ai's many years of practical service embody, through action, the Ministry of the Interior's definition of special contributions by foreign nationals: making outstanding contributions to Taiwan's democratic and human rights fields and enhancing our nation's international image. Furthermore, A-ts'ai's twenty years of dedication and contribution to Taiwan far outweigh his administrative violation of overstaying his visa. The National Immigration Agency should proactively issue him a alien resident certificate for special contributions so that A-ts'ai may continue to live in Taiwan and work alongside us for this land of Taiwan.

At the end of 2015, A-ts'ai obtained a stateless resident certificate pursuant to Article 16 of the Immigration Act.
