Mei Fu-an Case
As a judge, one might hardly imagine how severely the Taiwanese government, in the name of maintaining "social security," screens and filters vulnerable immigrants. As long as someone is deemed to have "improper conduct" or a "criminal record"—no matter how minor the offense, or even if they inadvertently get into a traffic accident—they lose the opportunity to acquire legal status. What may seem like trivial minor offenses in the eyes of a judge can mean that once an immigrant defendant is convicted, the matter does not end with merely paying a fine as a warning; rather, they may fall into a plight of survival because their chance to obtain nationality is stripped away.
A summary judgment of conviction, rushed through without thorough investigation simply because it was deemed a minor case, thus created a miscarriage of justice and plunged the party concerned into enduring suffering. The Mei Fu-an case is precisely one such case.
