Enact, promote, and urge reform for the judicial system

Promote and urge the enforcement of the Rule of Law to the public through education and dissemination

HISTORY JRF KEY EVENTS

1996
JRF called for a judge’s name plate to be placed on the bench during court sessions and called for prosecutors to attend court.

1999
Met with then-President Li Teng-hui and secured a commitment to the independence of the judiciary budget.
Subsequently, the Third National Assembly incorporated the provision for judicial budget independence into Article 5 of the Fourth Amendment to the Constitution.

2003
Su Chien-ho, Liu Bing-lang, and Chuang Lin-xun were acquitted in their retrial by the Taiwan High Court and released directly from the courtroom, finally leaving the prison where they had been detained for nearly 12 years.
In the same year, the Code of Criminal Procedure was amended to adopt advanced legal systems, including enhanced adversarial proceedings, strict rules of evidence, and cross-examination.

2004
The "I Want Judges Act" march called on the Legislative Yuan to pass the Judges Act and weed out incompetent judges.

2010
Following a petition for Constitutional Interpretation filed by K'e Fang-tse and others, the Judicial Yuan declared Article 2, Paragraph 3 of the then-Innocent Detainees Compensation Act—which barred compensation in cases of "intentional acts or gross negligence"—to be unconstitutional, paving the way for the enactment of the Criminal Compensation Act.

LEGAL EDUCATION

Campus Moot Court

Since 2018, the Taichung Office has promoted the "Campus Moot Court," adapting real-world cases into scripts. In 2022, it incorporated scenarios based on the newly enacted Citizen Judges Act to simulate trials involving citizen participation. This program enables students to grasp core criminal trial principles such as the presumption of innocence and evidentiary rules, while fostering deliberative democracy through dialogue among jurors and citizen judges.

Furthermore, the Taichung Office organizes annual summer camps for high school and vocational school students. These camps feature in-depth curricula and activities designed to deepen understanding of judicial reform, instill the rule of law, and cultivate future legal educators.

Internship Program

In partnership with various universities, the JRF Volunteer and Intern Training Program provides students with hands-on judicial experience and cultivates future talent. Through participation in miscarriage of justice rescue work, court observations, and other public interest cases, interns gain a comprehensive understanding of judicial reform. By 2023, the program had trained 266 interns who collectively contributed 22,061 hours of service.

Thesis Award Program

The JRF has established a thesis award program to advance judicial reform, enhance policy research, and cultivate talent. The program aims to incentivize and recognize outstanding master's theses, doctoral dissertations, and independent research papers addressing judicial reform.
