HRC52：支持更新並延長聯合國人權維護者問題特別報告員任期

人權捍衛者是那些以人性為本、為人類服務、為人類做出貢獻並展現人性最好一面的一群人。

他們在我們日常生活中扮演關鍵的角色——他們使我們的政府更加透明和負責、環境更加清潔和安全、學校和工作場所更加公平、未來更可能永續發展。當人權捍衛者面對權力、特權和偏見時，他們經常面臨來自多方的風險和威脅，包括對其組織、家人、朋友和親人的風險和威脅。 儘管人權捍衛者做出了重要貢獻，但一些政府和非國家組織仍在試圖讓人權捍衛者靜默，只因他們揭漏不公不義並要求有人為此負責。

聯合國人權捍衛者狀況特別報告員的授權任期是人權捍衛者在全球得到保護和認可不可或缺的一部分。特別報告員收集和回應有關世界各地人權捍衛者處境的訊息，與政府和非國家組織進行建設性接觸，並提供專家建議，以促進《個人、群體、與社會組織的權利及責任以促進與保護普世承認的人權及基本自由宣言》（人權捍衛者宣言）的有效實施。

2023 年是聯合國大會通過人權捍衛者宣言的25週年。該宣言的通過是人權歷史上的一個關鍵時刻，此通過闡明了現行人權法如何適用於人權捍衛者的處境，承認人權活動的重要性和合法性，以及保護參與人權活動者之必要性。這個重要的紀念日恰逢《世界人權宣言》發表75週年，體現了人權捍衛者在實現普遍人權方面發揮的不可或缺的作用。

2022 年，人權理事會重申了《人權捍衛者宣言》及其全面有效實施的重要性，並重申促進尊重、支持和保護人權捍衛者，包括女性人權捍衛者的活動，對於實現人權至關重要，包括在衝突發生和衝突後之情境。 2021 年，聯合國大會與 85 個共同提案國一致通過了一項決議，承認人權捍衛者在應對 COVID-19 中及面臨相關挑戰時發揮了重要和正當的角色。

在理事會第 52 屆會議上，各國將審議一項將特別報告員的任期延長三年的決議。這是各國和理事會表明支持和認可人權維護者在確保所有人享有自由、尊嚴、正義和平等方面發揮的不可或缺作用之重要機會。

因此，我們的組織敦促所有國家通過以下方式支持延長聯合國人權維護者問題特別報告員任期的決議：

• 積極參與決議談判；
• 提案共同支持；
• 抵制任何阻撓授權或豁免國家義務的行徑； 和
• 支持一致性同意延長任期。
